Try right clicking near the top center of the graphics area just under the CommandManager and you should get the Heads Up toolbar options back up. If you limit the category to "Others" the Shortcut Bar option appears.  It doesn't show with "All Commands". Even following your directions for finding it in Options/Customize/Keyboard.  It is not in the list and a search for it comes up empty.  When I sort the list of All Commands by "Command" the list goes from "Shell" to "Show Color by Material".
